Limited government means free market capitalistic "risks, rights, and responsibilities" at the state, not the federal, level. It's the only way accomplished business people will ever involve themselves in local, state and federal politics to any meaningful extent.

Today the federal government has its hands in virtually everything with self-serving sociopaths, rich kids, former athletes, miscreants and public servants, and liberal arts and political science majors doing power-brokering for a living. Not one engineer out of industry resides in the U.S. House of Representatives or Senate. Achievers from business and industry are very few and far between - everywhere in U.S. politics, top-to-bottom.

But that would change once "bad bank" specialists supervise all the loans which never should have been made; Freddie Mac, Fannie Mae, pork spending, subsidy spending and "knee jerk feel-good" appropriations like Senate Bill 2433, The Global Poverty Act, get canned and "for-profits" and individuals, only, are allowed to contribute to political campaigns.

Once those things happen, business folks in our states will have their economies back in shape in no time, handling union, health care, tax incentives and environmental protection along the way. And they'll move on up, cutting bureaucracy as they go.
