Here is a roundup of recent development proposals and decisions, and upcoming development-related meetings:

BELLINGHAM

The city Planning Commission will hold a public hearing on a proposal to rezone about 2.6 acres from residential to planned commercial. The change would allow retail uses, offices, personal service facilities eating/drinking establishments, apartments and more, at the northeast corner of Elwood Avenue and Lincoln Street. The commission will make a recommendation to Bellingham City Council, which will make the final decision. Fred Wagner of Grinstad & Wagner Architects, representing Dave and Kay Hansen, applied to build a two-unit, two-story duplex on about 10,000 square feet at 2150 F St., where there already is a house. EVERSON

City Council approved a residential project of 69 homes in up to four phases, on about 21 acres at the west end of Cashmere Lane. The project is by Wilshire Development Corp. Details: 966-3411.

FERNDALE

City Council will hold a hearing to consider annexing 45 acres north of town into city limits. The project, by Greg Knutson, involves annexing land at 5404, 5411 and 5434 Shields Road and at 1385 Smith Way. WHATCOM COUNTY

Henry James is seeking a state Department of Ecology construction stormwater permit to build a residential development on 20 acres, called Chachoosen Village. at the southeast corner of Haxton Way and Cagey Road on the Lummi Reservation. About eight acres will be disturbed to build a subdivision of 44 homes. Comments can be sent to Ecology, Water Quality Program, Stormwater Unit - Construction, P.O. The county decided that a BP Cherry Point Refinery project to extend D Avenue within the refinery grounds is unlikely to have a significant negative environmental impact. The project involves building a 300-foot-long private road, extending D Avenue east from Blaine Road to the Barclay Village North laydown area, 400 cubic yards of excavation and 700 cubic yards of fill.
